Who We Are
- Like doctors who have passed the medical boards or lawyers who have passed the bar exam, professional engineers have fulfilled the education and experience requirements and passed the rigorous exams that, under state licensure laws, permit them to offer engineering services directly to the public.
- Professional engineers are bound by a code of ethics to hold paramount the safety, health, and welfare of the public and to act truthfully, honorably, and lawfully to perform services within their specific area of expertise.
- A state licensing board regulates the practice of engineering within each state. The National Society of Professional Engineers, in conjunction with its state chapters, represents the interests of professional engineers nationwide. A licensed professional engineer appends the initials PE to his or her name.
Our History: Over 100 Years of Engineering, Design, & Consulting Experience
J. Bradley Shepherd, P.E. retired in 1994 after thirty years as a professional engineer in practice in the electrical utility industry. However, he received constant calls from his former employer, business associates and other electric utilities with requests to continue his engineering consultation as an independent contractor. In 1995, J. B. Shepherd and Associates, Inc. was formed.
Calls for assistance from the legal profession also came in the first year. Brad was able to provide the answers to the electrical engineering, electrical design, and electrical safety questions that perplex attorneys and their staff in planning and presenting eminent domain, personal injury and property damage litigation. Brad's work experience and education qualified him as an expert in investigation support and in Court testimony.
Soon, referrals brought inquiries from insurance adjusters, underwriters and loss reduction and restoration companies. Brad added two Associates and began offering insurance consulting as a regular service in 1996.
In 1997, Brad added two more Associates and expanded his design and consultation services to builders and developers and to local, state and federal government. Brad also continued to build his litigation support services, offering expert witness testimony throughout the U. S., Puerto Rico and as far away as Guam.
In 2012 the corporate form and name changed to J. B. Shepherd & Company, Inc., to reflect the addition of Curtis E. Falany, P. E. as a shareholder, Principal Engineer and now President of the corporation. Curtis brings another forty-five plus years of experience to our Company, as well as his credentials as a licensed Master Electrician and licensed building contractor.
Principals
Brad Shepherd, PE
Brad Shepherd, friend, mentor, and Chairman of J. B. Shepherd & Company, Inc., passed away on February 9, 2023.
Brad had served as Chairman of the Steering Committee of the Edison Electric Institute and as Chairman of the Distribution Committee of the Southeastern Electric Exchange. He has served on committees of The Electric Power Research Institute and the Institute of Electrical and Electronics Engineers. He was a member of The Florida Engineering Society, and The National Society of Professional Engineers. He was a Fellow of, and Board Certified Diplomate in Forensic Engineering by, the National Academy of Forensic Engineers (NAFE®).
Curtis Falany
Curtis Falany had been an independent forensic electrical engineer and expert witness for over twenty years before joining J. B. Shepherd & Company, Inc. Previously, he was the CEO of an electrical design build firm and a principal in a consortium of companies serving the electrical, computer, and communications industries worldwide. He has served as a member of the Florida Electrical Contractors Licensing Board and as the author of the Hillsborough County, Florida Electrical Code.
As a forensic engineer and expert witness, Curtis has assisted clients in the investigation and resolution of more than 500 cases both in the US and overseas. He has given expert testimony in both Federal and State litigation. Curtis has consulted on matters of Surety, Property, Casualty, and Fidelity.
Curtis is a Florida licensed Professional Engineer, Electrical Contractor, and Building Contractor. He is a member of the Florida Engineering Society (FES,) National Society of Professional Engineers (NSPE,) and Institute of Electrical and Electronic Engineers (IEEE.) He is a National Academy of Forensic Engineers (NAFE) member and Board Certified Diplomate in Forensic Engineering by NAFE, a Council of Engineering & Scientific Specialty Boards (CESB) Member Board

Associates
Miguel Rodriguez is a valued Associate Engineer serving J.B. Shepherd & Company, Inc. as an electrical forensic engineer and expert witness. Miguel is a qualified consultant on electric utility construction, operation, maintenance methods and procedures with emphasis on system operation and protection. Originally from Cuba, Miguel received his Bachelor of Science in Electrical Engineering from the University of Puerto Rico in 1975. Miguel has spent over 40 years in the electric utility industry having worked with Orlando Utilities Commission, Florida Power Corporation, and the Utilities Commission for the City of New Smyrna Beach.
